CLIP: French President Francois Hollande on Paris Terror Attacks

French President Francois Hollande addressed a joint session of the French legislature on the terror attacks in Paris, in which 129 people died. In his full speech he said that France is at war, and called for several measures to fight that war, including a three-month state of emergency and changes to the French constitution.
